This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Physical Requirements: Applicants must meet physical standards for the position. A physical examination prior to placement is required. This is a designated drug testing position. The usual duty station is at the SFVA Medical Center (SFVAMC), San Francisco, CA. The Chief of Blood Bank is part of the key leadership team of Lab Medicine Service and is the management official responsible for Transfusion services including clinical, administrative, education and research, and applicable performance measures. The Chief of Blood Bank reports to the Chief, Lab Medicine Service, and directly or indirectly supervises all staff assigned to the Blood Bank. Responsibilities include planning, developing, coordinating, directing, and evaluating the operational aspects of the Blood Bank. The Chief of Blood Bank is expected to be familiar with the entire laboratory system, including to ensure that all staff functions within their privileges or scope of work to meet organizational goals of quality, safety, and productivity. The Chief of Blood Bank interacts with other Sections of Lab Medicine Service, including Phlebotomy & Central Processing Unit, Clinical Chemistry (including Toxicology and Immunology), Hematology (including Coagulation and Urinalysis), Hematopathology, Microbiology, Molecular Diagnostics, and Point-of-Care Testing. The incumbent works closely with the health care delivery system, as well as developing a plan for the delivery of health services to patients, consistent with the policies and guidelines of the VHA. The Chief of Blood Bank will chair the Transfusion Committee of SFVAHCS and report to the Medical Executive Committee (MEC). The incumbent is responsible for the successful performance of the Blood Bank. This responsibility includes overall effective operations including patient/provider satisfaction, quality of services provided, efficiency of service delivery, effective resource management, and maintaining Blood Bank accreditations. The duties of the Chief of Blood bank include, but not be limited to the following: Directs effective and safe Blood Bank operations that are in compliance with standards established by the College of American Pathologists (CAP), The Joint Commission (JC), the Food and Drug Administration (FDA), the American Association of Blood Banks (AABB), and the Occupational Safety and Health Administration (OSHA), etc. Ensures all Blood Bank operations meet regulatory mandates (ie, success in accreditation inspections) and maintains Blood Bank accreditation (ie, AABB). Provides clinical consultation to technical personnel and healthcare providers. Ensures communication and coordination between the Blood Bank and the clinical services. The Chief should be available at all times unless on personal leave, at which time he/she will appoint a designee to provide coverage (eg, Blood Manager and/or Clinical Pathologist). Reviews and approves all new and revised Standard Operating Procedures (SOPs) in Blood Bank and ensures required periodic SOP reviews are carried out. Ensures accurate immunohematology test results with turn-around-times (TAT) that meet the reasonable and possible expectations of the medical staff and accrediting agencies, when adequately supported with necessary resources from facility administration and human resource management services. The performance indicators of the Blood Bank are monitored continuously, and results recorded in the Lab Medicine Quality Management (QM) Committee minutes.
