The Person: NCI is seeking an innovative leader to serve as its Director, Center for Biomedical Informatics and Information Technology (CBIIT).  Information about CBIIT can be found at https://datascience.cancer.gov/.  The Director, CBIIT serves in an equivalent extramural Program Division Director position reporting directly to the NCI Deputy Director for Data Science and Strategy. The Director, CBIIT leads the federal government components in the cancer research IT and informatics enterprise. The Director, CBIIT provides executive and managerial leadership and oversight for NCI-wide data science and informatics vision to NCI data science, informatics, and computational investments. The CBIIT Director oversees the implementation of the NCI Cancer Data Ecosystem, the function of the NCI CIO, the NCI Office of Data Sharing, and coordinates data science and research data access, cybersecurity, and privacy policies for NCI at a national level.

Responsibilities include oversight of all NCI systems managing clinical trials data including patient-level data, the Cancer Research Data Commons, defining and implementing the NCI use of cloud services, managing a budget of approximately $240 million dollars, overseeing a federal workforce of approximately 90 people and more than 600 contractors engaged in providing IT, biomedical research informatics and software infrastructure and services to NCI. The CBIIT Director also participates in the scientific leadership of NCI and in NCI research initiatives and represents NCI with relevant national and international research communities.  The CBIIT Director will also build strong working relationships that advance diversity, equity, inclusion, and accessibility.

Position Requirements:  The successful applicant will have a Ph.D. or M.D. in an academic field related to the health sciences or allied sciences appropriate to the work of this position.  In addition, candidates must have relevant experience leading and managing the day-to-day operational data science, informatics, and cancer research IT activities of a large biomedical research organization. Candidates must have a strong working knowledge of data science and informatics, cancer research, computer science, IT, and cybersecurity to ensure proper communication and coordination among stakeholders and expert knowledge in one or more biomedical data science or research domains. Candidates must have experience providing strategic vision, management, and leadership in the support of biomedical informatics research, scientific management information programs, and cybersecurity.  Candidates must have experience overseeing a multi-million-dollar budget, scientific and administrative staff, and scientific contractors; implementing strategic advanced data science, IT, and cybersecurity initiatives; providing expert advice on matters related to cross-cutting data science, IT and cybersecurity; and collaborating with other government agencies, academic, industry and private sector interests. Excellent written and oral communication skills are essential.  This position will be filled under a Title 42(f) excepted service appointment.

Salary/Benefits: This position will be filled under a Title 42(f) excepted service appointment designated as a Scientific Executive. The Scientific Executive pay framework starts at $65,000 with a not-to-exceed amount of $350,000 and will be based on the experience and qualifications of the candidate. A recruitment or relocation bonus may be available, and relocation expenses may be paid. A full package of federal Civil Service benefits is available, including retirement, health and life insurance, long term care insurance, leave, and a Thrift Savings Plan (401K equivalent). The successful candidate may be subject to a background investigation and public financial disclosure requirements.  Appointees may be US citizens or Legal Permanent Residents.
